Small and medium enterprises(SMEs) in the national economy is in animportant position, is gradually becoming a force in the development of social productiveforces.With the SME’s rapidly growing, in promoting economic growth, industrialtechnology’s upgrading, alleviate the employment pressure, active and rich market and soon many aspects plays a positive and important role. With the economic growth, SMEs inChina is growing stronger.Human resources are the primary resources, intellectual capital is the driving forceof small and medium enterprises to create effective.Especially in today’s society, leavingtalent, enterprises and institutions will be unable to move.Currently, SMEs humanresources management is in extensive configuration state, while the core of the humanresource management strategy is based on people-oriented.The fast flow of talent, the costof consumption, business competition become the main problem of the slow developmentof SMEs. Studies have shown that an effective incentive mechanism is an effectivemethod of SMEs manage talent. Can unified thoughts, ideas, behavior of employees andmotivate employees to make progress, and jointly contribute to the development ofenterprises. The use of various effective methods to mobilize the enthusiasm of employees,creativity and initiative, innovation and potential to play a human, inspire staff motivationand good incentives all enterprises want to achieve.This article choose to SMEs of Anshan as the research object, concluded on thebasis of the use of incentive theory.Take manufacturing enterprises in Anshan area forexample, expand the empirical research.Quantitative analysis of the survey results aroundthe actual survey of SME managers to the satisfaction of the current incentives andAnalytic Hierarchy Process. And summarize the incentive current situation of the SMEmanagers. The fourth part, on the basis of analysis of the main problems in X companyincentives to optimize the design of their incentives. Incentive programs for each of theupper, middle and lower-level managers in the build incentives proposed. From theperformance evaluation and pay systems, employees promotion, training, corporateculture and other aspects of proposed measures to improve SME managers’ incentives.
