Construction industry as the pillar industry of national economy in our country, the fixed assets investment of the whole society more than50%needs to be transformed by the construction industry in order for the new value in use, so the construction level of efficiency, largely determines the the speed and quality of our economic development, The study on the construction industry efficiency have become a the focus of attention of many scholars. At present, the majority of our scholars measure construction efficiency is mainly used data envelopment analysis, however, this method does not consider the influence of environmental effects and statistical noise on the efficiency value, measuring the efficiency value does not accurately reflect the true level of development of the construction industry.China’s vast territory, the regional construction industry faces different external environmental impacts, so against our analysis of the efficiency of the construction industry, if no consider the external environmental factors and random errors, the result is difficult to reflect the objective reality of the development of construction industry situation.In this paper, three-stage DEA method to study the efficiency of China’s construction industry, compared with the traditional DEA method, three-stage DEA method can excluded external environmental factors and random errors on the value of the efficiency of decision making units, improve the homogeneity of the observed objects, making to measure the efficiency of the value of more objective and accurate. As the three-stage DEA model remains static evaluation areas, can not make the analysis of the dynamic change of the efficiency of China’s construction industry between2007and2011, can not reflect the movement of the production frontier, that is, technological progress. Therefore, this paper after the static evaluation, using the three-stage DEA model adjusted input and output data, using the Malmquist productivity index model for dynamic analysis of the efficiency of construction industry, in order to from the perspective of combining static analysis and dynamic analysis on the efficiency of construction industry in our country has a more comprehensive grasp.The results show that. First, after excluding the impact of environmental effects and statistical noise, the first and third phases of the efficiency values significantly different, the efficiency value of the third stage and output variables is more relevant. Second, after the adjustment of China’s construction industry technical efficiency is low mainly due to scale inefficiency, shows that China’s construction of small-scale, industry concentration is not high. Third,the growth of China’s construction industry efficiency from the driver of technological progress, technical efficiency improvement smaller contribution.
