Land bid invitation, auction and listing system is an essential action, which reformed land transferring pattern, allowed full play to market mechanism in land allocation, and keep and raise value of state-owned capital. Since this system was carried out in2002, it had achieved great social effect. But as time went on, especially as the trend of land and housing price rising came up, Land bid invitation, auction and listing system began to receive questioning and blames more than recognitions, even was condemned as the ringleader of house price rising and the accomplice of land finance. Confronting the hot argument of different social stratums, through a comparing study author discussed shortage of the system, proposed suggestions to modify the system and to put the benefit of the system into social security system to solve low-income housing problem.This article introduced the process of reformations from first attempt at paid use system to the establishment of land bid invitation, auction and listing system, as well introduced classification and transferring process of land. Then I analyzed the factors that influenced land price and house price, resolved the questioning for land bid invitation, auction and listing system, and found land bid invitation, auction and listing system was not the main reason for high house price, but only surface reason; then I came to the result that urbanization and money excess liquidity are the main reason of high house price; by western economics’commercial supply theory and social benefit theory, I found that Land bid invitation, auction and listing system reflect more the real value of land, increased the benefit of society, it is an affirmative system. After that, I stated the critical meaning of land bid invitation, auction and listing system for state-owned capital, summarized the defect and shortage of Land bid invitation, auction and listing system. Finally proposed suggestions to perfect land bid invitation, auction and listing system, which is to increase low-income housing by the market income of land bid invitation, auction and listing system. The author hopes, based on the analysis and discussion, this article will provide wider thought for perfection of Land bid invitation, auction and listing system, provide theory base for keeping and raising value of state-owned capital by Land bid invitation, auction and listing system, and be a reference to develop a smooth and rapid-growing land market and deepen the reformation of economic system.
