Performance management is the core part and an important tool of humanresource management in modern enterprises. Many enterprises are actively exploringhow to build an effective performance management system to create and keep highperformance and competitive advantage. Generally speaking, domestic enterprises,especially state-owned enterprises exist some problems in performance managementresulted in poor effect. Therefore, it is very important to establish a new advancedperformance management system based on accurate understanding of performancemanagement system and actual conditions of enterprise to promote the developmentof enterprise.TN Company which engaged in city gas pipeline transportation and supplyprovide natural gas supply services for residents and commercial and industrialenterprises. From the80’s to today, TN Company is facing the new environment andthe new tasks. In order to improve performance and competitiveness, the companyleadership pays more attention in performance management. This paper which startsfrom theories study makes an exhaustive research in the theory and application ofperformance management based on reading a large number of professional andauthoritative literatures at home and abroad. The author applies knowledge ofmanagement, human resource management, statistics and other subjects, analyzes theconcrete practice of performance management of TN Company and the reasons of theexisting problems; formulate the optimization design of performance managementsystem, and implements supporting measures to ensure the effective operation. The new performance management system which integrated with thedevelopment strategy of TN Company set up KPI indicators system applied the BSCmethod and establishes a suitable performance management system through thedesign and improvement of performance evaluation index system, performanceplanning, performance implementation and counseling, performance assessment,performance feedback and improvement, and application of performance results.Optimization of the performance management system of the TN Company stimulatesthe enthusiasm and creativity of employees, improves the enterprise’s overallperformance and competitiveness, and is helpful to realize the strategic target of theenterprise. Hope this study play a positive role in performance management in similarenterprises.
