Performance management system optimal design is the core content of corporate human resource management; the state-owned monopoly enterprise is experiencing huge challenge of major adjustment and industry recombination, so the state-owned monopoly company’s performance management system optimal design is designed to be an important area oftheoretical research and empirical analysis. The Each enterprise should be a high degree of attention to human resources, and how to encourage employee, improve working enthusiasm and initiative, enhance the enterprise competitiveness, is a recognized problem in all enterprises, which is also one of the most complex and difficult, and then achieve Development strategic target.The paper is based on observation of Yinchuan Power Supply Bureau, and the research is for the company’s performance management system optimal design. Yinchuan Power Supply Bureau is a large state-owned company with2billion Yuan in fixed assets, has1123employees, possess1.4billion Yuan electricity selling, and the sale of electricity annual rate of growth has reach15%in recent years. Yinchuan Power Supply Bureau’s performance management system optimal design practice has broken the ice and had certain achievements, but due to immature performance management idea and experience, its practice process show a series of problems, such as performance management indicators is not scientific, the subject of appraisal is excessively single, period of appraisal is not reasonable, assessment criteria is not clear, lack effective performance communication and feedback, etc. Through Yinchuan Power Supply Bureau’s analyze in performance management system problems and reasons, explains the state-owned monopoly industry performance management system’s redesign was only in the initial stage, need to be further improved and perfected, accelerate the improvement of the steps so as to adapt to the modern performance management system reform process.Base on the analyze in current performance management system problems and reasons, this paper put forward suggestions to Yinchuan Power Supply Bureau’s performance management optimal design. In order to provide valuable reference in other state-owned monopoly enterprise, such as establish the objectives and principles of performance management system, explicit improvement ideas of appraisal system redesign, master the design contents and index of appraisal system indicators, and then set up appraisal system index of top managers, middle managers and junior staff, also establish the appraisal cycle. The above countermeasures provide practical guidance in theoretical and practical angle, in favor of promote Yinchuan Power Supply Bureau’s performance management system redesign provides experience for the other state-owned monopoly enterprise.
