Over the past thirty years,the new technological revolutions like electronic information networks and the capital-driven economic globalization are profoundly changing the traditional division of labor and economy within the worldwide range.Human resources,which is regarded as the key factors of production in forming and keeping organisational competitive advantages,become the main resources for companies,while how to evaluate the effectiveness of developing and utilising human resources by enterprises and enhance the level of performance management also become the focus of enterprises.Therefore,confronted with new market situation and challenges,the most urgent for enterprises to study is to solve how to improve the level of performance management of enterprises that enables the implement strategy to improve the value of enterprise employees as well as the enterprise core value.This research,by taking LZ corporate performance management system as the object of study,analyses the status and problem of LZ corporate performance management system through collected data and then deeply analyses causes of the problems.This research finds out that the corporate performance management system has some problems,including corporate strategic goals are not clear,the performance indicator setting lacks systematicness and scientificity and also the balanced appraisal standard with more qualitative and less quantitative,performance monitoring system is defective,the performance implementation lacks the effective performance communication without analysing the reasons of implementation deviation and making effective rectification measures,the performance motivation effect is not obvious,the business level of performance managers is not high.Based on this condition,with combining the enterprise development strategy and uses,this research uses the methods of BSC(balanced score card)and KPIs(key performance indicators)to do an optimal designing of LZ company's performance management system and reset the objectives,principles of performance management system,and respectively establish the performance indicator system and its weights from the aspects of company,department,post based on the four dimensions of finance,customer,internal operation and learning growth.Besides,to ensure the effective implementation of performance objectives,this research also optimising the design of implementation progress with designing an open-ended quantitative evaluation system in the link of performance appraisal and a retrospective mechanism of performance implementation deviation issue in the link of performance monitoring,which give a basis for performance feedback and session.In order to guarantee the effective operation of new performance management system,this research finally designed the system of personnel guarantee,institutional guarantee,and organizational guarantee for the company.This research results would have certain significance for LZ Company to improve its performance management level and a general reference value for similar enterprises.
