In the current market competition environment, in order to make the electric energy the "power first" function in the national economy, introducing performance management in the electric power enterprise has been the needs of enterprise development and market competition. In the current restructuring process of China’s power industry, it is also the needs of meeting domestic and foreign competition to introduce and improve management performance constantly.The key management system is to analysis that the performance tools is suitable to enterprise management or not. We should sum up, develop and improve the performance management in practice. This paper referred to the research works of domestic and foreign performance theory, and summarizes the research results of performance management theory essence. The author of this thesis chooses his work industry as the research object, use the theory with practice, takes China State Grid Corp strategic target as the base and takes the electric power industry and China’s national conditions and characteristics as the background, combining performance management theory, try to supply the helps of promoting the level of performance management of county. At present in the complete monopoly system, it seems particularly prominent to carry out performance management system in the power supply enterprises.There are following aspects of main significance and value. First, the implementation of performance management system can urge the company establish strategic planning and system science. Second, may change the management into standardization, institutionalization scientific. Third, the strategic objectives of enterprises will be decomposed into the departmental performance indicators, and then be decomposed into individual performance indicators for each employee. Fourth, to establish a performance management system, we adopt a variety of incentives to mobilize the enthusiasm of the staff. Fifth, to analysis and evaluation the performance results can stimulate staff’s personal values, so as to realize the maximization of enterprise value. In this paper, through researching and analysing the existing performance management in the company, according to the analysis of the problem, we construct hierarchical staff performance management system of company to department level, and Department to layer level, breaking the past performance management system that entirely based on performance appraisal and incentive for management. The biggest characteristic is that according to the main business of the power enterprises, the supply of key performance indicators is established, and according to the actual situation, the performance indicator system in the main sectors of management, maintenance work area, substation, the electricity-contributing District, scheduling, marketing and other major departments is established, as the basis for the establishment of performance management system. And it will promote overall enterprise performance management. The results of research show that by constructing department layer on the employees performance management system, we can design different assessment system and assessment standards according to the different departments, different types of practical, and extends performance management layer to employees, and then to analyze and evaluate the performance results, to find advantages and disadvantages of employee’individual ability, to arouse the greatest degree of realization of personal value, so as to realize the maximization of enterprise value.
