Under the pressure of international competition, all countries pay more attentionto R&D investment and how to promote technology innovation ability. Technologicalprogress plays a decisive role on upgrading the industry structure and the technologylevel of industry related to national economic growth. High-tech industries and someindustries that have strategic significance to the country play an important role for thedevelopment of Chinese economy，and these industries generally has a leading role onthe development of relevant industries.
