At present,after decades of scientific industrialization,non-agricultural industry has become the leading industry in china.In order to realize the coordinated development of industry and agriculture,it is necessary to carry out industrial agriculture,in addition to the role of market mechanisms,countries must strengthen the support and protection of agriculture.In China's major agricultural support policies,agricultural subsidies is an essential.Agriculture is the basis of the food industry,so the grain subsidy policy is the most important of the agricultural subsidy policy.Agriculture is the foundation of the food industry,so the grain subsidy policy is the agricultural subsidy policy in the past because of income relative to other economic crops grain low particularity,leading to grain farmers income,so the farmers is not high enthusiasm,then the impact of grain production.Coupled with the impact of the international food crisis,China's food security issues are becoming increasingly serious.Therefore,the main goal of China's grain subsidy policy is to promote farmers' income and ensure national grain production.In addition,with the rapid development of China's economy and society,grain subsidy policy should also advance with the times.Based on this,this paper deeply studies the grain subsidy policy in Yunnan province.Firstly,in the premise of definition of food subsidies related concepts,points out the necessity of the implementation of China's grain subsidy policy in the analysis of the theoretical basis and practical basis,and reveals the current situation of China's grain subsidy reform in the grain subsidy policy target analysis.Then,it analyzes the effect of China's grain subsidies on grain production and farmers' income from the perspective of the impact of farmers' behavior decision.Then,combined with the current grain subsidy policy in Yunnan province combing,and relevant data of the scale and structure of food subsidies to analyze the current situation of food subsidies in Yunnan Province,and according to the current situation in Yunnan Province,summed up the current grain subsidy policy in four kinds of potential problems.Then,based on the relevant data of food industry in Yunnan Province,the basic situation of agriculture and grain production capacity in Yunnan province were analyzed by descriptive analysis.Then,in the empirical part,this paper uses DEA model to analyze and evaluate the effect of grain subsidy policy in Yunnan Province:First,Yunnan province grain subsidy policy system has achieved remarkable results,reached a basic policy objectives;Secondly,the scale efficiency of Yunnan Province,the grain subsidy policy overall showing a decreasing trend,therefore,to a certain extent also needs to be improved.Finally,aiming at the potential problems and the effect of the above proposed in summary,clear policy objectives and principles,to complement the policy to make some suggestions to improve the Yunnan province grain,such as promoting the "three subsidies" reform work,detailed policies and measures;standard operating procedures,reduce administrative costs.It is hoped that it can provide some reference and reference for the improvement of grain subsidy policy in Yunnan province.
