Study On The Effect Of Grain Subsidy Policy In Yangjiang City

Since the implementation of grain subsidy policy in 2004,the policy has played an important role in promoting China's grain production.The total grain output in 2017 has reached about 620 million tons,and the contradiction of grain supply and demand has changed from a shortage of quantity to a structural contradiction.However,with the profound economic and social changes,the implementation of grain subsidy policy began to fall into difficulties.The administrative execution cost of grain subsidy policy is high,and it has evolved into land subsidy in practice,which deviates from the original intention of policy design.The cost of planting grain has been increasing continuously,which has further reduced the income of grain planting.The number of peasants going out to work has increased sharply,the labor force of farming has been reduced,and the phenomenon of abandoned land in rural areas has become more and more serious.In What is the attitude of the grain farmers and the cadres concerned to the subsidy policy under the situation that the policy effect is gradually weakening? What is the performance level of grain subsidy policy? Where is the direction of reform and adjustment of grain subsidy policy? It is necessary to summarize and analyze the effect of grain subsidy policy so as to provide reference for the further adjustment and optimization of grain subsidy policy.This paper selects Yangjiang City of Guangdong Province as a case study and analyzes the basic situation of the implementation of grain subsidy policy in Yangjiang City.IThrough questionnaire,interview and other ways to understand the grain farmers and agricultural cadres on the implementation of the grain subsidy policy and the implementation of the effect of view,and the use of Analytic Hierarchy Process in the 2000-2017 Yangjiang City grain subsidy policy performance level of vertical comparison in time,From this to Yangjiang City grain subsidy policy implementation effect evaluation.The results show that,at present,the farmers in Yangjiang City have a higher degree of recognition of grain subsidy policy,while the recognition of agricultural cadres is general,both of which are used to supplement the current grain planting policy.Both of them are not satisfied with the current grain subsidy standards.The grain subsidy policy is not enough to stimulate the enthusiasm of farmers to grow grain,and it also plays a less and less important role in increasing farmers' income.As a result of the low income from grain planting,the effect of grain subsidy policy in Yangjiang is weakened,which also indicates that in the next step of reform and adjustment of grain subsidy policy,it is necessary to enhance policy orientation and improve the system of policy implementation mechanism.Promote grain industrialization,improve irrigation and water conservancy conditions,and improve policy insurance The system and the mechanism of cultivated land circulation enrich the means of policy propaganda so as to improve the pertinence and maneuverability of the implementation of grain subsidy policy and better realize the expected goal of the policy.
