The Projectizati On Of Attracting Investment In Nanning Economic And Technological Development Area

Since the reforming and opening,investment promotion departments have been set up in all parts of the country. As one of the most effective and quickly patterns of economic development, investment promotion has received frequent usage. It has contributed tremendously to the completion of various economic indicators, and forms certain workflows and project management. New situation and problems comes from the development and change of the inside and outside environment bringing the local government opportunities, meanwhile the more new difficulties and challenges.NN Economic and Technological Development Area is located in the south of Nanning City, and was approved by the State Council to be a national one in May,2001. After nearly20years of growth, there are almost4,500economic entities in the area. Enterprises from a dozen countries and regions, such as U.S.A. Japan, Korea, France, HK etc.have invested, and several leading industries food processing, fine chemical, conductors&cables and Deeply-processed paper-related products have been formed at the beginning.The executive committee of Nanning Economic and Technological Development Area maintains the Bureau of Investment Promotion and the Center of Investment Promotion, and has formed its own work systems and models. As economic proceed and the new circumstances appear, NN Economic and Technological Development Area feel pressure from the traditional industries structure adjustment, existing systems and models of attracting investment presents internal problems, and have affected the sustainable development of economic.Regarding the whole process of investment promotion as a project, this paper analyses the existing problems and reasons base on the situation of Nanning economic and technological area. Also analyses the inside and outside environment of the attracting investments of projects of NN development area, figures out the role and location of the local government. And generalizes the general idea of attracting investments.The projectization of attracting investment is mainly strengthen the human resources management, time management,cost management, risk management and communicate management The projectization of the attracting investment is of great importance not only to the efficiency of attracting investments, but also to the analysis and theories of attracting investment.
