A Study On The Rural Poverty Measurement And Poverty Alleviation And Development In Guangxi

Since the implementation of<The priority poverty alleviation program of China (1994-2000)> and<China’s rural poverty alleviation and development (2001-2010)>, China’s rural poverty has been significantly alleviated, the poor dropped from250million in1978to2.688million in2010, and the poverty rate declined from30.7%in1978to2.8%in2010. Guangxi is not only a minority autonomous region set of old, less, edge, mountain and poor, but also a region of less development and the focus of the national poverty alleviation and development province, belong to the rocky desertification area. According to the new poverty line of Y2300, the number of poor in Guangxi up to1.012million in the end of2010,0.624million more than the standard of Y2300; and the number of poor in Guangxi was0.755million in the end of2012. Poverty as one of the three major issues of human (pollution, population, poverty), not just an economic phenomenon, also a connotation of complex social issues, to eradicate poverty is the task must be solved with the world developing. There is an era significance and theoretical significance to research the poverty problem of Guangxi.The paper through research the characteristics on rural poverty in Guangxi, summarize the main content of poverty alleviation and development during2006to2010, as well as the achievements, analyze the factors affecting the rural poverty in Guangxi from the microscopic level. Model data was from the research of thousand villages and families carried by Guangxi Poverty Alleviation Office on April2012, chosen18poor counties372valid questionnaires as the analyzing samples. According to the sample data, estimates the incidence of poverty, poverty depth and poverty intensity of Guangxi rural areas, establish the impact of rural poverty in Guangxi by the logistic model. Concluded from the model:the total household population and the children’s education, especially the education spending is higher while he was in high school and university, has a positive impact on farmers’ poverty; household income constitutes, family members training, per capita arable land area, the structure of the family house, drinking water sources, the use of biogas, enjoying preferential agricultural policies play a significant reverse effect for the farmers’poverty.Based on analysis the influencing factors of Guangxi rural poverty, as well as the difficulty of poverty alleviation and development, combined with the poverty alleviation and development framework in the new decade, carried out the poverty alleviation and development in Guangxi should be followed the principle of holistic, integrated, operability, both fair and efficient, according to local conditions, the person should choose a pro-poor development model or innovative poverty alleviation and development model. According to the goal of Guangxi’s poverty alleviation and development, and in the trinity of poverty alleviation and development pattern, i.e. Special Poverty Alleviation, Industry Poverty Alleviation and Social Poverty Alleviation, we should take specific efforts from the following six areas to improve the effect of poverty alleviation and development:①the environmental condition for antipoverty-improve the infrastructure construction in poor areas;②the inner motivation for antipoverty-to deepen the development awareness of poor;③the human resources for antipoverty-to increase labor transfer and employment training range and intensity;④the antipoverty project-the development of industries with local advantages;⑤antipoverty management-to improve capital efficiency, the institutional guarantee;⑥antipoverty system-to build an equality and a sound social security system, to achieve the anti-poverty the goal-to increase revenue, improve the ability of self-development.
