Predicament And Transcendence Of Poverty Alleviation Policies For Development In China

Poverty has long been one of the most intractable problems of the world,in themodes to solve the problem of poverty,poverty alleviation policies for developmenthas aroused widespread concerns of the academics.Compared with the traditional"transfusion-style",which means the way of helping the poor only with materialassistance,the greatest progress of the poverty alleviation policies for developmentlies in the development both economy and society,emphasizes on increasing thehuman capital of the poor and encourage multiple subjects to participate in povertyalleviation policies,but from the practice effects in many countries around the worldand D village of jilin province show that the poverty alleviation policies fordevelopment did not realize the fundamental sense of helping the poor. Using cultureof poverty theory and social exclusion theory which were widely accepted in theacademic community to analyze theory of defects in the poverty alleviation policiesfor development,this paper argues that this is because the poverty alleviation policiesfor development only focus on factors in the development without providing asuccessful mode which can be learnt.In this case,the poverty alleviation policies fordevelopment did not completely change disadvantaged groups’culture ofpoverty,either did not help disadvantaged groups break away from the excludedstate,and thus that the poverty alleviation effect is transient and inefficient.After the introduction of a new cooperative social policy in D village of Jilinprovince,the level of economic development and social harmony degree has beengreatly improved.This is because in the cooperation mechanism of "four factors buildtogether" in the cooperative social policy,it injects four-sided quality resources:governments,communities, universities, enterprises.Furthermore, the core ofthe "four factors build together" is three mechanisms: villagers’ autonomy mechanism,multilateral cooperation mechanism and equal interaction mechanism.In the processof cooperation, governments promoting community building, communitiesmaintaining community stability, universities spreading developmental concept,enterprises fulfilling their social responsibilities.The success of the cooperative socialpolicy in D village rooted in important theoretical foundation.From the point of viewof culture of poverty theory,"cooperative poverty alleviation" provide effectivemechanisms of cooperation for the poor, cultivate developmental culture of the poorand then change the developing ideas of the poor fundamentally.From the point ofview of social exclusion theory,"cooperative poverty alleviation" also increased thesocial capital of the poor.In the cooperative social policy, the poor change culture ofpoverty meanwhile increase the social capital so as to achieve sustainable povertyalleviation.In addition,reasonable point of the cooperative social policy is to stick tothe "mass line", the cooperative social policy persist in the poor’s autonomy, such amechanism mobilize the poor’s enthusiasm greatly and improve efficiency of povertyalleviation.At the same time, the substance of poverty alleviation in D village socialwork team, the main parts are multiplex, so this multi-main cooperation mode is fullof practical significance to poor rural areas in China.Therefore, according to the aboveanalysis, we can arrive at a conclusion that the cooperative social policy is not only inpractice but also in theory, no doubt surpass the predicament of the poverty alleviationpolicies for development.The cooperative social policy must be promoted and implemented according tolocal condition.The cooperative social policy must serve the people.The cooperativesocial policy must integrate all advantages of resources fully.All in all, participators inthe cooperative social policy should share resources actively;utilize all advantageseffectively and then realize the development of the poor areas from the true sense.
