Research On Poverty Alleviation Approaches In Deeply Poverty-Stricken Areas

In 2015,the National health and family planning commission,together with the Shan Xi provincial party committee and the provincial government,formulated the "three one" poverty alleviation action plan for Luliang city,which includes "1 million mu of economic forest to improve quality and efficiency,1 million kilowatts of photovoltaic poverty alleviation and100,000 poor people's nursing worker training".The municipal party committee and the municipal government of Luliang attach great importance to it,and regard luliangshan protective workers,photovoltaic poverty alleviation and ecological poverty alleviation as three featured poverty alleviation brands.Taking the "three one" poverty alleviation actions of Luliang city as the main research object,this paper analyzes the implementation of the three poverty alleviation plans,their benefits and shortcomings,and puts forward its own suggestions,so as to contribute to the study of poverty alleviation.The author took "three one" poverty alleviation approaches as the research object of his master's thesis,and explored the subject from four aspects.The first chapter is the basic concept,theoretical basis and policy basis.This paper expounds the relevant meanings of "poverty" and "poverty alleviation",cites relevant theories as the theoretical basis of the paper,and interprets the relevant policy basis of poverty alleviation.The second chapter is the implementation and effect of "three and one" poverty alleviation approaches in Luliang city.This paper discusses in detail the current implementation of the "three and one" poverty alleviation approaches and their positive benefits.The third chapter is the analysis and enumeration of the existing problems of the "Three" 's pro-poor path.The paper makes a detailed description and analysis of the problems such as the imperfect design of the top-level design,the problem of the docking of the market,the participationof the leading enterprises,the shortage of the power of thepro-poor industry,the unsound of the poverty aiming mechanism,and the like in the course of the implementation of the three-one "poverty-relief path" in the city of Lu Liang.The fourth chapter is the countermeasures to promote the "three one" poverty alleviation path.According to a series of problems derived from the "three and one" poverty alleviation in Luliang city,the author gives corresponding countermeasures based on the causes of the problems and the comprehensive investigation.This paper objectively and concretely analyzes and evaluates the "three one" poverty alleviation approaches in Luliang city,and puts forward concrete operational Suggestions aiming at the problems existing in the process of poverty alleviation at the grassroots level,which provides a profound theoretical basis and practical reference value for poverty alleviation at the grassroots level in the future.
