Study On Government Regulation Mechanism Of Urban Infrastructure Based On PPP Model

Urban infrastructure is indispensable for people’s survival and development. It isthe foundation of social development and economic growth, making a big difference onurban development and people’s life. With the advancement of the urbanization, thedemand of urban infrastructure is growing. To strengthen efforts in its construction,government have introduced the PPP model. This measure has alleviated government’sfinancial burden, enhanced operational efficiency and quality of service. However, theapplication and development of PPP model are till in early stages. It is hard forgovernment to change its role after inviting private investors to enter. Also,Government’s management level is limited, and all of above leads to “market failure”.Therefore, to ensure the quality of public service in urban infrastructure and the publicinterest, and to promote better development of PPP model, we need to establish ascientific and perfect government regulation system of urban infrastructure based onPPP model.Reviewed the practical results of the government regulation in the PPP model athome and abroad, this paper conducted study on government regulation systemarchitecture of the public projects in the perspective of the PPP model and oriented tobuild urban infrastructure system of government regulation. Firstly, finishing the reviewof related theories of urban infrastructure and government regulation as the theoreticalbasis for constructing the system of government regulation, this study identified urbaninfrastructure public projects as research object. From the perspective of the PPP model,this paper analyzed of the feasibility of its application and regulatory characteristics toprovide a guideline for building scientific and regulatory system architecture. Secondly,based on the literature review, this paper analyzed the necessity of governmentregulation for urban infrastructure construction from multiple perspectives under PPPmodel, comprehensively analyzed present situation of government regulation system ofinfrastructure projects in our country, compared with foreign developed countries inregulatory gap, identified the way of reference, and exploratory proposed the design ofregulatory mechanism from aspects of the legal system, set of regulatory bodies,regulatory approach, regulatory content, regulatory process, system security and so on,improved the system of PPP project of government regulation. Lastly, applying therelevant theory to analyze the government regulatory framework for PPP projects based on the case of the National Stadium. By combining the theory with practice, it provideda reference for the reform of the system of government regulation.
