With the resource sharing, mutual benefit and win-win results, collaborative development, and the national strategy of integration of Beijing-Tianjin-Hebei regions, it has brought new economic motives and opportunities to the cities in Hebei province, especially to the city Langfang, which locates between Beijing and Tianjin. Since the great geographical advantage and the initiation of large-scale urbanization construction of Langfang, the demand of the expansion of urban infrastructure construction has been increasing. However, the majority of urban infrastructure has been invested, constructed and operated under the local government, which is considered to be of low operating efficiency, low service level, incomplete capital chain, unreasonable service charges, etc. And these problems have restricted the economic development and social progress of Langfang.In this paper, by statistical data and related documentation, using the method of empirical study, various present situations of the city were objectively presented. The problems such as the low overall level of urban infrastructure construction, Lack of collaborative, and low level of operating efficiency were specifically analyzed.The causes of the problems were specified, which are lack of stable funds, unreasonable operating methods, backward of supervision system, etc. With the help of present references and data, the cases of solving urban infrastructure construction problems by PPP model were illustrated, whose successful experiences and enlightenment were summarized and concluded. After the study over the successful cases, using comparative method, and combining the present problems of the Langfang, the specific solutions and suggestions by PPP model were proposed.
