Outsourcing is becoming a management mode and method to pursuit competition advantage for enterprises, but existing study on enterprises'human resources outsourcing research mainly focused on the outsourcing's conception, motives, risks, advantages, disadvantages and so on. The study on outsourcing operating processes, methods, and models is far from being enough. So, many enterprises'demands of outsourcing can not be met with. Therefore, building a more scientific and operational decision-making model by in-depth study is very important and useful.Firstly, this paper gave a deeper analysis of the enterprises'human resources outsourcing and the actuality. Outsourcing is a further extension of the social division of labor; it is useful in the pursuit and maintenance of enterprise core competitiveness. Just because of this, outsourcing has been extensively intentioned and vigorously developed.Then, the paper analyzed human resource management outsourcing decision-making process and methods. This paper conducted a comprehensive theoretical analysis of outsourcing of human resources management. With the in-depth research, outsourcing got more and more theoretical supports, including transaction-cost theory, the core competitiveness theory, and the resource based theory, incomplete contract theory and so on. Outsourcing can bring in enormous benefits and risks, all of the risks may cause damage to the enterprise, the risks main contain inappropriate choice of outsourcing service providers, enterprise information leaks, cultural differences, additional costs increase and so on.The last part is the core of this paper that is the building process of decision- making model of human resources outsourcing management and the empirical study. This paper keeps the view that a complete outsourcing decision-making model should at least contain two stages: the decision of outsourcing and choosing outsourcing service providers. But all the existing study on outsourcing decision-making model neglected this point. Therefore, this paper presents a comprehensive outsourcing decision-making model which includes two stages. In the decision-making model, only when the outsourcing decision was affirmatively answered, it is necessary to enter into the second stage of choosing outsourcing service providers. In order to establish a more practical and feasible model, this paper build a complete evaluation index system and distribute the target weight. The test implemented an empirical study. The data was from many enterprises in Guangzhou City. The empirical study achieved the objection.
