Under the influence of globalization and with the arrival of knowledge economy, thenew time that advocating “set store by people, put science and technology first, takeinnovation as precedence” not only brings the inspiration to our entrepreneurs but also thesevere challenge to our public official leaders. The major problem which is necessary forthe leaders to consider is how to adapt to the international and domestic environment andimprove the organization efficiency and administrative efficiency. In he time full ofcompetition, super-speed and uncertainty, it seems that the previous theories whetherwhich attach importance to “an innate inborn ability of Leadership Trait Theory,individual behaviors of Leadership Behavior Theories nor contextual elements ofContingency Theory in Leadership” all can not give us more hints to guide the publicservants’ behavior any more. Therefore, the new leadership theory which can guideleaders to fit in our society owns a large demand market, and transformational leadersemerge at a historic moment. How to play a powerful leadership role of leaders,stimulating the initiative and creativity of imitators and making the organization to adaptto the international and domestic environment faster and better which becomes a moresignificant, strategic and realistic issue.This thesis expounds the related theory of transformational leaders and administrativestaff creativity systematically. It reveals the definition of transformational leaders, incombination with the dimensions of transformational leaders from the perspectives oftransformational leaders’ implications, analyzes the role of transformational leaders. It alsoclosely explains mediators among the roles of transformational leaders, following that,analyzing the related theories on administrative staff creativity, and exploring therelevance between transformational leaders and administrative staff creativity in depth.With the help of our national conditions, analyzing the ways in the effects of improvingadministrative staff creativity, finds out the key points that how transformational leadersplay a role in subordinates. In the light of these factors, the feasible proposals about howtransformational leaders can play a better role of administrative staff creativity’ effects areas follows: Firstly, the inner and external environment for administrative staff to releasingpositive energy built positively. Secondly, building an administrative staff team requires toreleasing the administrative leaders’ positive energy and improving their creativity. Finally,subordinates should be encouraged to learn form transformational leaders. The originality innovations of my thesis lies in the following: Firstly, more attentionhave been paid to the qualitative analysis of transformational leaders, plus exploring theway and the countermeasures that how transformational leaders play a better role inimproving administrative staff, the theorization of transformational leaders have stronginfluence on the improvement of administrative staff creativity can be drawn fromanalyzing the related theories. Secondly, analyze the overall system of the mechanism thatthe transformational leaders play roles on the administrative staff have great importance oflifting the administrative staff’s creativity.
