The Research On Development Of Strategic Emerging Industry In Heilongjiang Province

Strategic emerging industry mainly focuses on two points, one is "strategic", the second is "emerging ". For Heilongjiang province, it has the meaning of "strategic" industry mainly to improve the ability of independent innovation, leading the future old industrial base and the economic transformation and upgrading of industry play a leading role."Emerging" is the current development is not yet mature, and did not complete industrial chain industry, in fact, the "emerging" is not entirely all refer to emerging industries, also includes the upgrading of traditional industries, these industries major emphasis on new technology use, is a huge potential for development and broad market space industry.Since the outbreak of the international financial crisis in2008, the world situation and the trend has significant changes, especially in the economic growth model is facing a new adjustment, global industrial development has entered a new period of comprehensive adjustment. Throughout the history of the development of the world economic crisis of major economic crisis spawned the development of new industries. Strategic emerging industries as the depth of integration of emerging technologies and emerging industries, representing the future direction of industrial and technological development, is the focus of the world competing for the development. Heilongjiang Province as one of the important province of northeast old industrial base, with the advantages of location, industrial base, human resources, in the general direction of countries actively develop strategic emerging industries and the revitalization of the old industrial bases in northeast,the general should grasp the opportunity and seize the key, to promote the development of strategic emerging industries in Heilongjiang Province.Firstly, paper to foster development of strategic emerging industries as the research object, the economic theory as a guide, draw on industry economics, regional economics, development economics theory, first carried out the analysis of the province’s strategic emerging industry development status of Heilongjiang Province:initial development in areas such as new materials, bio-technology and high-end equipment industry; Heilongjiang basis for the development of strategic emerging industries, the potential of technological innovation, the development potential and market space, and the challenges faced and opportunities system combing. In general, Heilongjiang Province strategic emerging industry is still in its beginning at the initial stage, there is mainly small industrial scale, added value is not high and low level of science and technology innovation investment.Secondly, the study proposed the idea of Heilongjiang Province to develop the strategic emerging industries:mainly should be based on the existing foundation, stressing the focal points, to insist on and regional economic integration development strategy, on the basis of full consideration of resources endowment, industrial base, scientific research strength, layout, to combine the traditional industrial technology upgrading and development strategic new industries, in the traditional industries of the optimization and upgrading of cultivating to develop strategic emerging industry.Finally, this paper focuses on the development of emerging industries of strategic policy measures proposed recommendations. This paper argues that the Heilongjiang Province should further strengthen the role of economic policy in the development of strategic emerging industries, to strengthen the scientific and technological innovation capacity building, increased R&D investment to accelerate the technological transformation of traditional industries and the development of strategic emerging industries efforts to promote strategic emerging industries cluster development, overcome and prevent the development of strategic emerging industries in the short-term behavior.
