Research Of The Problem Of Speed Up The Development Of Strategic Emerging Industries In Heilongjiang Province

In the 21 st century,The world economic competition pattern occurred profound changes,the emergence of financial crisis highlights the strategic significance of the real economy;the emergence of new technology revolution, make the world into the innovation of science and technology intensive period.The western developed countries implement the strategy of industrialization again one by one,gradually increase the investment in strategic areas of energy conservation and environmental protection new materials,new energy,high-end equipment,to speed up the green healthy development of the real economy.The “twelfth five-year” national strategic emerging industry development Plan issued by the state council in 2012 cleared the target,direction,task,major projects,policies and measures of industrial development;the Central Government set up special funds for industrial development,make key deployment of major national science and technology patents.The whole society’s atmosphere of cultivating and developing emerging industries is growing,trains of development thought tend to be more rational,development speed accelerates constantly,size emerging,innovation ability continue improved,regional characteristic advantage industrial cluster is emerging,high-level employment increases constantly,effectively promote the economic transformation.Heilongjiang Province as an old northeast industrial base with a long history,has a good foundation to develop strategic emerging industries.As a big province of resource,the extensive development path of resources exploitation and sales continued for many years.In recent years,the ranking of Heilongjiang province’s economic growth level gradually move backward in the whole nation.Guided by many policies that to support and develop strategic emerging industries vigorously of the state,Heilongjiang province is facing new opportunities to speed up development.This paper analyzes the factors affecting the development of industry by using structural economic growth theory,comparative advantage theory,system innovation theory, innovation theory;by using the ISM system engineering model to make hierarchy analysis about the influencing factors,to find the key influencing factors;then using the key influencing factors combining Heilongjiang province’s specific situation to analyze the strategic emerging industry’s ISM of Heilongjiang province,to find the problem;referencing development situation’s experience at home and abroad to make recommendations on Heilongjiang province’s strategic emerging industry’s development.
