Study On The Cultivated Land Protection Based On Agricultural Land Classification

Cultivated land is the fundamentality of the national economy and the people's livelihood, so we must preserve enough quantity and high quality cultivated land to ensure the welfare and food security. For a big agricultural country with so many people, this issue is more important. Requisition-compensation balance of cultivated land with both quantity and quality became the focus for the academe and the government. Maintaining balance between quantity and quality of cultivated land, it is particularly important for the regional sustained, coordinated development. To ensure China's social and economic development, and achieve the sustainable development of agriculture and agricultural product supply of basic security, cultivated land in the reserve poor resource conditions, the objective need to take tough measures to protect cultivated land.It carries out the basic farmland to the State Council proposed "the total quantity not to reduce, the usage not to change, the quality not to fall". The basic farmland is the important foundation of grain production. The basic farmland protection is the center of protection work, which has the extremely vital significance for safeguarding the national grain security, maintaining social stability, and promoting comprehensive,coordinated and sustainable development of the economic society.This paper, understood the theories of the relationships between human and land, dynamic equilibrium of the total cultivated land, and agricultural land classification theory deeply and had the research for two aspects relying on the land use planning of Anyang city, on one hand, through the status of cultivated land resources of Anyang city, combined the results of integrating land use planning relative research and agricultural land classification results of Anyang city. The quality conditions of new construction land occupied cultivated land quality and supplement quality of cultivated land were studied, according to the rank conversion, the balance plan of occupation and complement was made by applying, and to ensure the implementation of the objectives of the total cultivated land. On other hand, the paper put forward the principle and method of partial regulation of farmland layout based on the agricultural land classification to ensure basic farmland "the total quantity not to reduce, the quality not to fall". Finally, on the basis of the above study, the paper provided measure and suggestion to ensure protect of cultivated land and basic farmland.The conclusions were as follows:Firstly, through data analysis, cultivated land per person decreased 5.31 percent, with the social economic development. It was a change in quantity and quality of the cultivated land resources of Anyang City. One of the reason for the change was the decrease of cultivated land became of occupying by construction, regulation of agricultural structure, ecological destruction and natural disasters, the other was that complement through developing and consolidation, but there was not a balance between occupation and complement.Secondly, agricultural land classification results it indicated that there was a significant regional difference in the distribution of Anyang cultivated land, it indicated that the high quality land mostly distributed in the Hua Country, Neihuang Country and Tangyin Country, and that in the mountainous area the quality of cultivated land was relatively poor.Thirdly, the land use planning related to the subject research results of Anyang city, within the land use planning, new construction land occupied 14482.98 hm2 cultivated land, and cultivated land with better quality occupied larger proportion, especially the land of city construction.Fourthly, according to relative research, the total area of reserve resources of cultivated land in Anyang is 48524.81 hm2. Based on the results analysis of farmland classification, there was a significant difference in the regional distribution of the quantity and quality of cultivated land reserve resources. The high quantity of that was in Anyang Country, Huaxian Country and Linzhou, and the good quality of that was in Anyang Country, Huaxian Country and Neihuang Country.Fifthly, according to the principle, the paper provided the principle for establishing the cultivated land balance plan, and according to new plan the paper also calculate the average rank of the occupation and supplement of cultivated land, the average rink of occupation and supplement of cultivated land was nine and the area was14840.07hm2and 15027.21hm2 respectively, which showed that the quantity of supplement of cultivated land was higher than the occupation cultivated land with the same quality, this project was applicable.Sixthly, the quality analysis were as follows: first the Anyang city basic farmland protection has basically followed the principle "mainly protecting quality farmland ", the higher quality above six had larger proportion of the basic farmland with 87.48 percent, and the 3-5 rank farmland was 12.52 percent . Second the proportion of low rank farmland to basic farmland was relative higher, for example, the third, fourth, fifth rank of farmland were 86.71 percent, 85.03 percent, 84.58 percent of cultivated land respectively .but the proportion of higher rank cultivated land to basic farmland was slightly lower than average.
