Agricultural production is the basic material of social support,it bear the national food security, ecological security, economic development and social stability burden on the protection of agricultural land resources has important practical significance. How to crack the duality of urban and rural land system, rural development, and intensive use of land, protection of agricultural land resources to achieve a very important practical significance.This eaasy study on the protection of agricultural land, agricultural land conversion and agricultural land ownership system, starting by comparing different countries and regions at home and abroad of agricultural land resource protection institutional system, and the implementation of environmental policy system, and then summed up on agricultural land the general rule of resource protection and treatment, and to analyze results of institutional evolution and development of the thinking process of agricultural land system evolution through the evolution of agricultural systems.
