| In recent years, more and more scholars have paid attention to pension issues, as the tide of global population aging is sweeping all over the world. China Land Reclamation is developing in the background of the deepening stage of population aging and social transformation. There is some very important theoretical value and practical significance to discuss the pension issues of Land Reclamation workers at this stage.In this paper, the author selected the state-owned farm--Mengpeng as the specific example from all the Chinese state-owned farms. Through the interviews of the workers in state-owned farms, I knew their wishes for pension insurance. Then I analyzed the pension insurance status of state-owned farm—Mengpeng by the investigation and data collection of the farm workers’ basic old-age insurance system. I found some issues:first, there are historical debts in the course of pension system in Mengpeng; second, there is obvious phenomenon that the first-line workers arrear and refund pension; third, low level of old-age security; fourth, large gap between internal security. However, all these issues are often very representative in the state-owned farms. In order to solve these problems, through deep analysis, I think:from the workers term, the farm workers don’t totally understand the pension insurance system and the future trend of farm pension system, which led to lack of confidence and low level of old-age security; from the Land Reclamation term, the main reasons are that the weak nature of natural rubber led to low contributive capacity of farm pension, the employee health problem is the prominent problem, industry labor productivity is low, and the implementation of the household contract system; from the government term, our government didn’t do enough work in the publicity and guidance on insurance, and the two-track pension problem is still outstanding.coupled by the environment of the farm reform on the future direction of the farm endowment insurance system does not address these issues, in-depth analysis, clarity, lack of confidence, leading to the pension insurance of workers are not enthusiastic; from state farms concerned mainly due to the inferiority of natural rubber led to low farm pension contribution, a prominent problem in the health of workers, industry labor productivity is low, and the household contract caused by the implementation of the system and other factors; from the government side, on the publicity and the organization of the insurance program and guide the efforts were not enough, the two-track pension insurance issues still outstanding. Therefore, I proposed a series of available farm pension insurance system:increase the pension insurance publicity, raise awareness of the insurance of the employees, ensure pension funding, adjust the retirement age of farm workers, and enhance the on-farm community management and so on. |
