The urban system began to build. In recent10years, adhering to the" beautiful development of win-win "strategy, Hulun Buir City have embarked on a comprehensive, coordinated and sustainable development track. Whereas, still being a less developed region, the overall economic structure of the city levels on the early stage of industrialization. The radiation driving ability of the central city is not strong. The ecological environment is fragile. Serious bottlenecks exist in infrastructure. And regional development is quite different."Twelfth Five" is a critical period for the development of Hulun Buir. The third party congress of Hulun Buir City proposed to take "beautiful development, scientific rise and shared prosperity "as a guide, to vigorously promote the process of new industrialization, urbanization, industrialization of agriculture and animal husbandry, to improve the ecological environment and infrastructure conditions, to vigorously develop the people’s livelihood and social undertakings as well as to vigorously strengthen the construction of culture, society, democratic and legal system, together with the government construction itself. How to speed up the implementation of the new urbanization, and to realize the interactive coordinated development of industrialization, urbanization and agricultural modernization is a very important task before us.The main research content is divided into an introduction and five chapters. The introduction mainly presents the purpose and significance of the topic, the research status at home and abroad, the research methods and content system as well. The first chapter briefly introduces the basic theory of urbanization, measurement methods and the basic regulations of urbanization, and its practice course, which provide a theoretical basis and practical experience for the urbanization of Hulun Buir City; In Chapter II, the basic conditions and practical issues for the development of urbanization in Hulun Buir City as well as the stages of development are analyzed and defined; Based on the analysis of the two dynamic factors, advantages and constraints, of the city’s urbanization, Chapter III predicts the future goals of urbanization development, implements the national main functional areas planning, optimizes Hulun Buir’s land and space layout in Urbanization and enhances the power of urbanization development. Drawing on the experience and lessons of urbanization modes both at home and abroad, Chapter IV proposes ideas for the choice of urbanization pattern of Hulun Buir City. According to the different basic environment conditions and geographical characteristics, this part selects the dominant mode of urbanization in classification. and builds an integrated development mode within the municipal area; Chapter V:under the guidance of China’s new urbanization strategy and the actual situation of Hulun Buir City, selects its proper path of urbanization and proposes recommendations for the transformation goals and measures of Hulun Buir’s new urbanization.Possible innovations in this paper:clearly defined the historical stage of the development of Hulun Buir City’s urbanization; analyzed the current development conditions and problems, with particular emphasis on the analysis of the formation mechanism of the urbanization problems; did research on how to play its geographical, resources and ecological advantages to enhance the development momentum of urbanization in future industrial adjustment and transformation both at home and abroad, so that it can help to select the development mode and path for Hulun Buir’s urbanization, to put forward the current and future measures of urbanization, and to provide a theoretical basis for government decision.
