A Study On The Evolution Of Industry-University-Research Institute Collaboration Policy Since Reform And Opening-up In China

The aim of Industry-University-Research Institute Collaboration is to impel theinnovative cooperation between enterprises, universities and research institutes on thecondition of risk-sharing, mutual benefit, mutual complementarity and common development,so as to promote the combination of technology and economy and improve the capability ofscience and technology innovation between enterprises, universities and research institutes.Since reform and opening-up, Industry-University-Research Institute Collaboration hasbecome an important way of optimizing resource distribution and boosting the developmentof economy in China. Public policy which aims to promote Industry-University-ResearchInstitute Collaboration is not only the internal need of Industry-University-Research InstituteCollaboration, but also a necessary requirement for transforming the economic developmentmode and building an innovative country. Therefore research for the evolution ofIndustry-University-Research Institute Collaboration Policy and its influencing factors cannot only provide a reference for the government to improve existing policies and develop newpolicies, but also provide effective recommendations for enhancing the policy environmentfor enterprises, universities and research institutions.Based on this, the paper reviews the evolution of Industry-University-Research InstituteCollaboration Policy since reform and opening-up. And according to different characteristicsof policies, the paper divides the evolution into different periods, analyzing the policies indifferent periods with perspectives such as the policy subjects’ and policy objects’ factors,policies’ own factors, policy environment factors like politics, economy, civilization, andinternational. Then, the paper summarizes some valuable experience, analyzes the existingproblems of Industry-University-Research Institute Collaboration Policy System in ourcountry, and finally gives some prospects for the future development ofIndustry-University-Research Institute Collaboration Policy.The main conclusions of this paper are as bellows:1. Industry-University-Research Institute Collaboration Policy can be divided into fourstages: policy infancy period, policy developing period under the socialist market economy institution, policy exploration period with the enterprise as the main body, and policyprosperity period with Industry-University-Research Institute Collaboration as a nationalstrategy. Based on different backgrounds and influencing factors, the policies in differentperiods have different characteristics.2. The valuable experience of Industry-University-Research Institute CollaborationPolicy is summarized as follows: Firstly, adhere to policies in line with national conditions,and advance with the times. Secondly, adhere to market-oriented policies. Thirdly, transformgovernment functions to optimize the function of policies. Fourthly, adhere to the enterpriseas the main body in policies.3. There are some deficiencies in the current Industry-University-Research InstituteCollaboration Policy System, such as the scarcity of specialized policy, the lacking inoperability of policies, the imperfect of the policy system and so on.4. The prospects for the future development of Industry-University-Research InstituteCollaboration Policy are: the policy system will be specialized and operable, the policysystem will be highly cooperative and integrative, the policy interventions will be morerational, and the choice of policy tools will take into account the macro and micro.
