A Study On The Measurement,Evolution And Performance Of IUC Policies

innovation is the important content of national innovation system in the process of implementing innovation-driven development strategy and developing knowledge-based economy.Industry-University-Cooperation(IUC)as an important organizational form and way of transforming technological innovation and development,it has a unique advantage in integrating main resources which belong to industry,college,institute and promoting scientific research achievements to translate into practical productive forces.In recent years,government has developed a number of specialized policies to improve IUC to an unprecedented height.In this process,what are the prominent characteristics of UIC policies? What kind of development trend does the cooperative performance of IUC have? Whether there is a close relationship between the policy and performance? These problems are not only hot topics of current research.More importantly,a comprehensive and systematic study of policy is of great significance to continuously improve China's IUC policy system and promote the rapid development of cooperation.This paper firstly reviews the related concepts and theories of IUC and IUC policy,each policy text is encoded as an analysis unit.The paper tries to establish the basic framework of policy analysis and find the characteristics and evolution of Chinese IUC policies by statistical analysis of policy issue body,the number,intensity,types and policy themes.On the basis of this framework,we make a comparative analysis to explore the characteristics and differences of IUC policies in Jiangsu,Zhejiang and Shanghai.Besides,using the panel data of joint patent and the scientific and technological activities of 2000-2012 in Jiangsu,Zhejiang and Shanghai,the paper analyzes the trend of the performance of IUC.At the same time,the effects of policy quantity,policy intensity and policy instrument types on the performance of IUC are tested.Based on the comparative perspective,this paper uses the gray correlation analysis to analyze the difference between the types of IUC policy and the three types of cooperative performance in Jiangsu,Zhejiang and Shanghai.The main conclusions of the study are as follows:(1)The IUC policy in Jiangsu,Zhejiang and Shanghai is different,but it is consistent with the national policy development.(2)The stock of IUC has certain positive effects on the performance of IU,IC and UIC.(3)policy intensity promotes performance of industry-university cooperation and industry-university-research cooperation and has no effect on the performance of industry-research cooperation.(4)The impact of different types of policy instruments on the three types of performance is quite different.(5)There is a significant difference in the degree of correlation between the type of IUC policy in Jiangsu,Zhejiang and Shanghai and the three types of cooperative performance.
