Research On Low-Carbon Consumption Pattern In Hebei Province

At present, China is in the crucial stage of industrialization and urbanization, facing enormous pressure on resources and environment, people’s physical and mental health is harmed by the increasingly serious environmental pollution and damage, which also affects China’s sustainable development. At the same time, the environmental problems especially the issue of climate change has become an international issue, many countries need to resolve, but some developed countries are reluctant to bear the responsibility, but to build green barriers, trying to curb the development of our country. In this situation, the eighteenth party congress proposed to vigorously promote the construction of ecological civilization, to build the beautiful China, and points out that we should focus on promoting low-carbon development, on the basis of protecting their own interests, to address climate change with the international community together. The development of low-carbon economy has become an important task for future work. It has an important role in promoting the construction of ecological civilizations, changing the mode of economic development and improving people’s quality of life. Hebei province is an important industrial province, environmental problems are more prominent. To this, the fifth plenary session of the eighth meeting of Chinese Communist Party Hebei Provincial Committee forward to vigorously promote the important task of industrial upgrading and environmental governance, and to grasp it as a battle. To complete this task and achieve the goal of building beautiful Hebei province, we need to develop low-carbon economy, and to build low-carbon consumption pattern.Based on the basic principle of the Marxism, this paper research from a point of view of the transition of consumption pattern. The proposal of Low-carbon consumption pattern has its historical and realistic reasons, our country attaches great importance to the construction of low-carbon consumption pattern. Although the time of the construction of low-carbon consumption pattern is not long, our country has made certain achievements. In theory, Marx’s theory of alienation, consumption, capital and other aspects, as well as the scientific outlook on development which is the latest achievement of Sinicization of Marxism also have important guiding significance on the construction of low-carbon consumption pattern. Accordingly, the paper argues that low-carbon consumption pattern shall mainly include the unity of production and consumption of low-carbon, the change of alienation in consumption, the guidance and control of capital. And then from the subject, object and specific indicators discussed the evaluation method of low-carbon consumption pattern. On this basis, the paper studies on the development of low-carbon consumption pattern in Hebei, describes the achievements in the construction of low-carbon pattern in Hebei, puts forward the existing problems. These problems involve many aspects, such as the energy consumption structure, state organs, capital investment, science and technology level, consumption concept and so on. In the process of building a low-carbon consumption mode in Hebei province Hebei province should by virtue of their specific strengths to respond to domestic and international challenges, from raising the level of theory, playing the role of government, the use of capital rules, optimizing the industrial structure and the transformation of consumer attitudes to speed up the construction of the low-carbon consumption pattern.
