China’s current retirement system began in the1950s, and has provided relativelyperfect security for senior citizens nearly half a century. However, as the development ofsociety and economy, the current retirement system has many problems and can notadapt to national conditions. Ministry of human resources and social security has putforward suggestions of extending the retirement age, which arouses a lot of controversy.Given the current retirement system and extend retirement system are disputed, it shouldbe established flexible retirement system conforming to the objective reality and the willof the people.This paper studies urban workers flexible retirement system based on perspective ofthe preferences and efficiency, the article is divided into five parts, the first part,statutoryretirement, flexible retirement, retirement preferences, these three important concepts aredefined, and then describes the life cycle theory, overlapping generations model theory,work-leisure decision theory; the second part, the present situation and problems of theShanghai flexible delaying retirement pilot project through the interpretation of therelevant concepts and theories in order to better understand to describes and designflexible retirement system, Firstly analyze the background of Shanghai flexible delayingretirement pilot project and its mode are described, and finally analysis of the existingproblems in the process of pilot project; the third part, the first application of statisticalsoftware SPSS17.0questionnaire for quantitative analysis, to find the effects of workers’retirement preferences of a number of index, and establish binary logistic regressionmodel, and then from the labor productivity and job performance standards and a bettergrasp of efficiency, and analysis of the efficiency index; the fourth part, a flexibleretirement system program design and effect analysis, this chapter firstly describes fourways design flexible retirement for workers to choose, and then analyzed the effect fromthree aspects of flexible retirement system and to explain the system will be put intopractice what kind of effect; the fifth part, concludes full text and recommendationsraised issues not covered in reality in the article, hope to make the design of flexibleretirement system more perfect.In this paper, the most important innovation point is also the core of the article, the author proposed the concept of flexible retirement system, which is different from manyother scholars and make up for the deficiency of flexible retirement, also take workers’preferences consideration. Early retirement, statutory retirement and delaying retirementis reflected in the design of flexible retirement. Disadvantages are the design of thequestionnaire survey because the author′ability is limited, some problems is not anobjective; The number of questionnaires is not too much, does not represent all theworkers′preferences.
