In information era, the competition among enterprises become more and more fierce, this situation requires the enterprises not only advance with the times constantly to enhance the core competitiveness of enterprises, improve the quality of their own products (services), control the relationship between the cost and the risk, but also requires the enterprise cooperate with each other to make their resources complementary, work together as a team to complete the corporate mission, and maximize the profits, to make enterprises establish an unassailable position in the market competition. In the consulting process of a virtual consulting enterprise, more and more personalized, professionalization, compound consulting needs have appeared, the virtual consulting enterprise is difficult to gain an advantage in the competition only with their internal resources, for this context, virtual consulting enterprises began to pay more attention to the alliance morphology which base on information sharing and technical resources complementary and it has become an importance strategy of the virtual consulting enterprises. To virtual consulting enterprises, select a suitable alliance partners have great influence on achieving compound consulting tasks, satisfying consulting needs of the customers, self-construction of the enterprises.At the beginning, this context is analyzing the cooperation mechanism and operation environment of virtual consulting enterprises alliance, propose the importance and necessity of alliance formation, then explore alliance partner’s selection process, according to the basic principles of the alliance partner selection, establish a evaluation index system of the virtual consulting enterprises select alliance partners, then propose a selection and optimization model to select a alliance partner, finally, use the model, combine with an actual case, select the candidate partners, set up a virtual consulting enterprises alliance, achieving compound consulting tasks. The innovation of this paper is establishing a institution-oriented and business-oriented partner selection and evaluation index system, proposing a new four-stage model and combine the analytic hierarchy process to select alliance partners.
