Since the reform and open policy, our country gained the success that attract worldwide attention. However, with the deepening of reform, China’s urban-rural income gap is widening, the social gap between rich and poor, urban and rural economic development is not coordination. Reform achievements did not benefit the people, the results did not achieve the sharing, the problem of income gap between urban and rural areas expand, which severely restricts the process of modernization in our society, and threats prosperity and stability in our society. In this thesis, income gap between urban and rural areas play as the object, under the guideline of Marx’s justice theory, with theoretical and empirical research method, then our country’s current income gap between urban and rural areas made a more comprehensive and in-depth research in below four chapters.In this paper, the first chapter is about the relevant overview of fair distribution theory, this chapter from the allocation theory in ancient China, western theory of distribution, the distribution of the Sinicization of Marxism theory on three aspects, it generalizes the fair distribution theory in general, then the definition of income between urban and rural areas and urban and rural income measure is defined, to realize the overall status quo of China’s income distribution of obstacles. The second chapter is about the historical evolution and current situation of urban and rural income distribution. The first part is the historical analysis, data analysis and empirical analysis method, exploring the historical evolution of the income gap between urban and rural areas in China. The second part is the analysis on the structure of urban and rural income gap of our country. Based on data analysis, expounds China’s balance of payments structure differences between urban and rural areas, find out what kind of differences the income gap between urban and rural areas. The third part mainly discusses the development trend of widening income gap between urban and rural areas at present stage summary analysis. The third chapter is the analysis of the causes of the income gap between urban and rural areas. From the consideration, the dual economic structure of agriculture, propulsion system, the institutional arrangements, economic policy and so on five aspects elaborated the cause of the widening income gap between urban and rural areas in China. One is the emphasis on the characteristic of agriculture itself is different from other industries; has the characteristics of high risk and high investment value is low. One is from the perspective of the dual economic structure, structure of the rural and urban income factors. Three is advancing angle, based on the system analysis of the income gap between urban and rural areas the system behind the system is not perfect. Four is based on institutional arrangements Angle, analyzing the lack of rural development related system. Five is based on the basis of an analysis of the economic policy, fiscal, taxation, financial policy is not perfect. The fourth chapter in view of the problem of income gap between urban and rural areas in our country and puts forward corresponding counter-measures. Firstly, emphasizing the improvement of urban and rural duality structure of the importance of promoting urban-rural integration construction. Secondly, from the perspective of system pattern adjustment demand related countermeasures to solve the urban and rural development is not reasonable. Again, from the perspective of system, through the analysis of the system of solving the income gap between urban and rural areas of bias, put forward to build a unified system of urban-rural integration. Finally based on the analysis of financial, fiscal, teasing out the tax, finance, fiscal expenditure structure innovation measures and countermeasures.
