With the arrival of the aging society and aging speeds increase, pension issues of the elderly population has been more widespread concern in the theory and the physical world. In China’s urban-rural dual household registration system, the pension issues of the elderly has been the urban and rural division. From the current situation, the Social endowment insurance system of the city residents has been the development of relatively mature, but the development of the rural regions in this regard are relatively backward. Plus the amount of rural population in China is large, the traditional family and land endowment is weakening, which have made the study of the new the new rural social pension insurance is more important and urgent.Based on the reviewing of the literature of the new rural social pension insurance, this article put Shanxi Province Quwo County as an example, using the method of questionnaires and field interviews to research the issues which appear in the new rural social pension insurance process. First, the research status and relative concepts and theoretical basis is introduced. Second, the specific implementation of new rural social pension insurance in Quwo county and research are presented in detail. Third, through the analysis of the results of the questionnaire and interview data, we expound from the policy of its own shortcomings, the government responsibility implementation is not in place, discusses the problems of poor handling services and their difficulties in four aspects. Finally, from the study of the developed countries’rural social pension insurance, put forward puts forward the relevant measures to solve the problems.
