Studv On The Regional Central City Development In The Situation Of "Weak City-Strong County"

The central city is the core of regional economic development, with strong capacity of centralizing and diffusing factors, it plays a leading role in the entire region. Based on the case-study of the mid-Zhejiang district, this paper takes the administrative system as one of the factors affecting the development of central city, and explores methods to realize coordinated development of the central city and surrounding area in the situation of "Weak City-Strong County".This paper integrate theory with theoretical study, combines qualitative and quantitative analysis. Firstly, this article explains the laws governing the intra-regional economic activities, that the central city and hinterland interact on each other through elements flow, and promote regional development. Secondly, the article introduced the Zhejiang region as a case study, detailing the current situation and constraints of the development of the central city, the fact that each city focuses on its development only has made it hard for regional economic cooperation. Thirdly, based on a profound analysis, this paper points out that mutual competition between different districts in the "Province Governing the County" system has been limiting elements flows in the region, which badly restricts the development of central city. And the government-led economy, along with resource locally allocation by local governments which are motivated by local interests, is the root cause. Finally, in response to these problems, the paper proposes to deepen structural reforms to let the market play a fundamental role in allocating resources. Besides, recently, to promote economic cooperation across districts, methods could be taken to change the interests incentives and thus optimize the behavior of local governments. The main innovation of this paper is that it focuses on central city in the special situation of "Weak City-Strong County".
