Research On The Strategy Of Creating Strong County Industry In Zhejiang:A Case Of Ruian

The county-scale industries in Zhejiang boast its large scale instead of strength. The traditional labor-intensive industries play the key role, which generates issues of low level, low additional value, less quality brands, weak innovation capability, etc. As a result, a severe development situation appears. Such as limits of resource, increased cost and decreased market demands. Therefore, it’s the top urgency to conduct powerful innovative strategy to realize the transformation and upgrading. Based on the analysis of current developing situation, we need to confirm the overall ideas from innovation and growth to choose the right way which will grant us a significant contribution to practice.The paper is guided by the public strategic management theory and combines the comprehensive development evaluation index system of county industrial construction to assess the overall developing level of county-scale industry based on the connotation of "innovative and strong" requirement. Besides, it analyzes the necessity and urgency of industrial innovation and growth to find out the key problems that need to be solved. In the paper, we use the SWOT method to analyze strengths, weaknesses, opportunities and threats of industrial innovation and growth strategy, which comes out a comprehensive object and idea. Besides the above methods applied, it also includes the k-means clustering method which clusters the county-scale industries based on the five top targets: quality benefit, independent innovation, structure adjustment, combination of information and industrialization, sustainable development. In addition, the related ways from strategy of innovation and growth are put forward according to the features of different types of county-scale industries. Taking the Ruian City as an example, it analyzes the specific measures and results of innovation and growth strategy and evaluates the scientific nature of strategic path selection systematically. The paper reaches a conclusion that the current industries have below weakness:small scale, lack of dominant industries, low capability of independent innovation, incomplete industrial structure. With the industrial situation that needs to be improved, it comes out more suggestions like developing the large scale industries and improving the strength level driven by science and increased key security measures.
