A Study On The Quality And Safety Standard System Of Agricultural Product

In the past years, agricultural production and rural economic development in Chinahas entered a new historical stage. There are mainly reflected in the following aspects:the good balance between supply and demand in agricultural products; people’s well-offliving standard in urban and rural; the international competitiveness’s enhancing inagricultural products. Those all put forward the building of the new socialist countrysidewith Chinese characteristics. However, along with the acceleration of economicglobalization, the safety problem in agricultural products has gradually become ahistorical task.The quality and safety standard system of agricultural product, on one hand, is animportant legal basis for the regulation on quality and safety of agricultural products, onthe other hand, a crucial technical protection to support and regulate the production andmanagement of agricultural products. This standard construction is not only theimportant content on the demand of domestic market and the satisfaction of civilconsumption but also the key points on how to connect the international trade market,enhance the international competitiveness and increase the export volume. Thus, inorder to ensure the safety of agricultural products quality and agricultural sustainabledevelopment ultimately, a standard system must be established by government to adaptthe requirement of market economy and the international trade regulation of theinternational farm products. Furthermore, a well standard system also can promote thepace in the construction of agricultural product quality safety regulation with Chinesecharacteristics.Based on Chinese current situation, this paper, form the prospective of marketfailure and government regulation theory, does some research on the quality and safetystandard system of agricultural product under government regulation. Through thecomparison to the foreign advanced emperies, we make an in-depth study on how toestablish a well quality and safety standard system of agricultural products, which hasthe feature like proper arrangement, supporting functions, coordination, reasonable,strong adaptability(adapt to the development of agricultural product production andmarketing), flexible (rapidly response to domestic and international market demand forthe standard system of quality and safety of agricultural products). In other words, wehope this system can fundamentally provide a basic and long-lasting support on the implementation of quality and safety regulation system agricultural products.The researching content in this paper is divided into six parts as follows: the firstchapter, mainly focuses on research background, research significance and researchsituation, those can help us make a comprehensive understanding of the researchdirection and thought; the second chapter, sorts through the relevant concepts and basictheories, then lays the foundation and framework of theory research; the third chapter,present situation of Chinese agricultural products quality and safety regulation systemconstruction in China will be introduced to excavate the drawbacks of the constructionof agricultural product quality safety standard regulation system; the fourth chapter, wewill combine the system in the foreign country to do some analysis and get someinsight; the fifth chapter, basing on the former analysis, we will reveal some questionsin our country’s construction processing and draw lessons from foreign countries’ aswell as China’s Shouguang sample; the last part, the precedent analysis will besummarized to put forward recommendations on how to establish the standard systemof quality and safety of agricultural products under government regulation, of course,we will make a systematic conclusion and do some future prospect.
