Along with the market economy of our country developing, the deepening of the economic system reform, as market competition brings the high efficiency, The labor relationship conflict triggered by various social contradictions have become increasingly apparent, the social security services has more and more influenced the people’s life and work, the people concerns about social security of the first issue and the most realistic interest directly. In the economic and social developing the status of social security work continuous improvement. Social insurance is an important part of social security system. The trend apparent with each passing day, that form urban priority to urban and rural equalization,from urban workers services to all residents services.Accompanying by social insurance form urban priority to urban and rural equalization, from urban workers services to all residents services, most part of people requirements higher level of social security, service demand, standard rise with each passing day, but service agency already overload. In each regional traditional social insurance service platform of centralized management,that in the field of security concept, system design, personnel, funds, facilities and management mode has not adapted to this service object, that is dispersed, quite transient.In recent years, various labor ensures a branch, begin the work actively, exert oneself to safeguard and improve people’s livelihood as the main line, work hard and be practical, overcome the difficulty, the ability of public service has made considerable progress, the social security system construction to obtain apparent progress. The social insurance system construction pace is accelerated apparently, including the new rural social pension insurance framework of multi level endowment insurance system is established, the coverage of urban and rural residents medical insurance system is formed basically, unemployment insurance, work-related injury insurance and maternity insurance system was further improved. By the end of2011,in our province old-age insurance for urban workers, rural social endowment insurance, the urban basic medical insurance, unemployment insurance, work injury insurance, maternity insurance number achieved342.82,1339.31,865.80,216.75,243.40,216.49million people.Because of the imbalance in regional development, equally public service construction still exist the following problems:public service system is not perfect, imbalanced development of urban and rural areas; public finance investment is insufficient, restricted the full coverage of urban and rural social security measures and strength, lower security level; infrastructure builds serious lag, service site is dispersive, area narrow, cannot support services to carry out normal; service facilities, service name, service standards, service process, service object and other areas there are certain gap, each area develops lopsided problem very outstanding.In order to construct the urban and rural social insurance service system,that requires all levels of human resources and social security departments to provide quality, efficient, convenient, efficient social insurance public service. In Yunnan Province, public service capacity of human resources and social security departments is serious inadequacy, that restricted the development of social insurance services. In this context, we traced the history of the social insurance and public service development, face up to the current situation and problems, to construct social insurance system of the public service, the overall train of thought, main contents, development target, main task, safeguard measures, to provide decision-making basis for the public social security service system development.This study comparing the difference both at home and abroad, then analyzes the situation of public service in Yunnan. It provides the practicality research and coping method of further establishing the basic public service system of social security, that balancing urban and rural development, brings forward the choices we face in constructing a social insurance service of equalization in Yunnan, and provides the related policy recommendations for improve the social insurance services system.
