Evalution Of Performance To Grain For Green Project In Ansai County

In order to improve the ecological environment, changing land use patterns andpromoting regional economic development, our government make the policy--Grain forGreen Project. Since the implementation of the project, all levels of government and farmersinvested a lot of money and manpower so that we can make the object improving andprotecting the ecological environment come true.From a global point of view, the project isrehabilitation and reconstruction the ecosystems which have been damaged. So it will bringour society huge impact in ecological, social and economic. And also involving the vitalinterests of the majority of farmers. Different areas have different effect of policyimplementation,and also different impact on the sociol-economic aspect.Therefore, thereasonable evaluation of Grain for Green Project and the analysis of its influencing factorswill be helpful to the improve the policy effective implementation. So can we enrich theresults of research in this area and provide policy advise to our government, promote thesustainable development of the Grain for Green Project.In this paper, on the basis of in-depth analysis of existing research, we use Ansai Countyfor study object, the factor analysis and data envelopment for research methods, evaluate onthe performance of the policy of the Grain for Green Project. We construct the index systemof the Grain for Green Project performance by factor analysis and get the factor score thesample area. And we analysis the levels of the policy performance in sample area. Then weintroduce the data envelopment analysis model, further demonstrates the performance ofGrain for Green Project from the point of view of the input and output. Finally, on the basis ofthe analysis in the article, we proposed recommendations and measures on Ansai Countyeconomic development.Through research and analysis, we have such conclusions:(1)In this paper, we use factor analysis to evaluate the Grain for Green Project area ofAnsai County. The results showed that: Grain for Green Project performance in Ansai Countywas impacted by land features, characteristics of farmer income, non-agricultural income andecological. And there are differences within the sample area of Grain for Green Projectperformance. (2)Then we divided the Grain for Green Project performance of sample area into threecases by the method of cluster analysis. They are the better performance of Grain for GreenProject, ordinary performance of Grain for Green Project and poor performance of Grain forGreen Project. Chenjiawa, Ligeta are the better policy performance villages; Zhifanggou,Zaiziwan, Pita are the ordinary policy performance villages; and Luqu, Baijiaying, Renta,Sangta are the poor policy performance villages.(3)At last, we introduce the envelopment analysis model to research the Grain for GreenProject performance of Ansai County. The results showed that: Grain for Green Projectperformance level in Ansai area is low, only0.788, lower than the standard level of1.000. Itindicated that the resource utilization of waste and misallocation. And data envelopmentanalysis result was coincide to the factor analysis result we have before.
