The Evolution Process And Performance Analysis Of China's Grain Subsidy Policy

Grain is not only a necessity for human beings, but also an important material to maintain the political and social stability of a nation. Because of the importance and the vulnerability of grain, every country adopts various policies to protect and support the grain industry, and grain subsidy is one the policy systems. Our country has carried out the grain subsidy policy for many years during which the policy had changed from allowancing consumers to protecting the farmers with price protection method. In recent years, grate changes have taken place in the grain subsidy policy, which has changed from indirect method to direct method. Until now, our country has basically formed a more perfect grain subsidy system, raised the efficiency of grain subsidy effectively, and complied with the WTO rules by continuously improving the policy.The recent grain subsidy policy has great economic and social effect; however, there are still limitations in many areas in actual implementation, which restricts the further improvement of the efficiency of the policy as well as the national grain subsidy policy goals. This paper analyzes and assesses the current grain subsidy policy performance systematically, analyzes the theory and actual implementation of the grain subsidy policy, assesses the current grain subsidy policy performance objectively, united the experiences of grain subsidies of foreign states, and gives some advices to improve the policy performance.This paper introduces the background and research status of grain subsidy policy at home and abroad; introduces the evolution the our grain subsidy policy and current grain subsidy, especially the reforming direction of our grain subsidy policy after the accession to the WTO; compares the grain subsidy policy of China and other major developed countries, indicating those areas that China can learn from others; analyzes the performance and the efficiency of our grain subsidy policy performance from the aspect of data analysis, economic theoretical analysis and policy effects analysis, found that the effect of current policy of China's grain subsidies to farmers'income is not obvious, and the effectiveness of protection of the of national food security is also not significant, finds out the limitations and problems of the grain subsidy policy, and gives some advices and practical measures, which have reference significance to improve the grain subsidy policy system.
