The grain issue,which affects the rise and fall of a country and social stability to a large extent,has been a serious issue highlighted by ancient and modern governments. Grain remains the focus of attention of countries in the world even in the economic globalization nowadays,especially in the twenty-first century, fluctuations in grain prices and the instability of grain market has made a much greater impact than the traditional sense of the food problem. The grain issue is becoming a new topic in the need of economic development and social stability in the new era.However,in order to make a comprehensive insight into the grain issues,we cannot but understand the history of the food problem; only in that way can we form a correct understanding of the current grain issues and make a scientific forecast in its future development.This paper summarizes the characteristic of the evolution of China's grain policy,which includes progressive nature, multiple objectives,market openness, macroeconomic regulation by introducing the historical evolution of China's grain policy since the founding. Furthermore,it figures out the current problems in grain policy,and then put forward some useful suggestions for reforms of China's grain policy according to the evolution in China's grain policy.This paper is divided into four parts. The first part is the introduction, which mainly illustrates the significance of the research, analytical framework of the paper and the key concept. The second part focuses on the broad historical periods of China's grain policy and analyzes its characteristics. The third part focuses on the China's current grain policy and the shortcomings. The fourth part focuses on analyzing China's current grain policy, and puts forward policies and measures to solve the problems.
