Shaanxi province is a big province of apple production.The apple industry in recent years has become one of the six pillar industries in Shaanxi, but also the main source of income of farmers in the apple area. However, due to global climate change, severe weather and other risks increasing.Apple insurance as one of the important means to deal with the apple production facing a number of natural disasters and other risks,reasonable system will help it operation better.As the insured person, and main participant in the system, the needs of the farmers and the interests of farmers no doubt have an important impact to the healthy development of the apple insurance system.Therefore, the research on the Shaanxi Apple insurance system based on the needs of farmers Perspective has important and practical significance.This article is based on the survey of194farmers,from Luochuan County, Shaanxi Province, combining normative analysis and empirical analysis to predict the impact of the factors involved in apple insurance, and uses logistic regression model to come to the specific factors which affect the needs of farmers.The conclusion of this article is that the four main factors,including government subsidies, the impact of natural disasters, annual household income, and service satisfaction of insurance companies,affects the demand of farmers for the purchase of apple insurance.Then, the article discusses the five typical countries to carry out agricultural insurance experience, sums up measures to give full consideration to the needs of farmers in the course of its operation, and draws the inspiration to the construction of apple insurance system in Shaanxi Province.Finally,on the basis of the empirical analysis and foreign agricultural insurance revelation,the article constructs apple insurance system in Shaanxi from farmers’ demand perspective.The system is an organic whole,which is composed of five parts, including the external environment, the main supply, service objects, patterns of development and service management.There are some key proposals in this system.Formulate and publish the agricultural insurance act as soon as possible.Stabilize or improve the premium subsidies to farmers.Improve the income level of farmers and enhance the ability of the insured.Increase the number of main supply of apple insurance.Adjust to the terms and refine the terms appropriately according to the different needs of different regions farmers on agricultural insurance.Improve or increase the form of service object, then coverage and service in units of the professional big family farm or apple cultivation of professional cooperatives.Introduce the reinsurance.Improve the service level of the insurance company for farmers, especially the amount of claims and efficiency.
