The state-owned forest is the local forestry unit that is endemic to China. Which hasmade a great contribution to our country’s ecological security and the reserve supply of forestresources for a long time and its sustainable development is significant to the achievement ofcoordinated development of ecological, economic and social. But since the late1990s, China’slogging ban and limitation to cutting, the vast majority of state-owned forest fell intoeconomic doom and gloom, and thus has affected or are affecting the state-owned forest’seffective protection of forest resources, impacting China’s ecological construction and socialsustainable development. Although in recent decades, governments at all levels continue tothe introduce the reform policies of the state-owned forest, and are actively promoting theinstitutions of the classification reform, this reform had little effect and the state-owned forestis still facing severe difficulty of economic sources and the forestry workers’ wage gap stillexists, the tree farms and forestry workers’ living standard and production levels are stillbelow the average level of society. How to make an inventory of state-owned forestoperations, improve the living standards of forestry workers, thus ensuring the smoothprogress of ecological construction in China is a continued topic to the academia and thecommunity.Firstly, this thesis takes the development and changes of all state-owned forest inHanzhong City area as an example and systematically overviews the small and medium-sizedpublic welfare state forest farm’s reform process and its status quo, and based on the relatedforestry data and socio-economic data to evaluate the economic effect after the reform ofstate-owned forest from the perspective of forestry workers wage level changes, and thenexplore the program under the context of the state-owned forest industry reform.The core part of this thesis is to explore the Staff positions set mode of the state-ownedforest Jinchi workers based on the sample forest data and value engineering theory, andspecificly analysis the optimization of human resources.. Mainly based on Jinchi School Forest post requirement, the ability to match as Criterion,comparative analysis of the skillpositions to set the mode of post configuration and institutions duties settings mode under theduties of the configuration, come to the conclusion that the post configuration in the setupmode of skilled jobs is more stable than institutions the duties of the positions set modeconfiguration, that is, its mobility is smaller amplitude and scheduling costs is lower, So takethe Forest posts based on traditional forestry skills requirements as the improvement object tooptimize the configuration. Based on these results, and then use the theory of valueengineering analysis methods of the object segments, do a functional value analysis on eachindividuals in the three positions of the workers, take the conclusions to build humanresources optimal allocation model, and thus provide some theoretical support and operationalprogram on human resources the optimal allocation.Based on the description of the basic situation of the state-owned Jinchi School Forest’snatural conditions, the status of industrial development, economic structure, staff wages andbenefits changes, further analysis of existing positions set of Jinchi School Forest, do avariance analysis between the approved positions set and the actual positions set in JinchiSchool Forest, reflecting the significant problems existing in the positions set in Jinchi SchoolForest. Emphasis from the government’s less investment in state-owned forestconstruction,Proceed from the cost control to solve the actual background of doom and gloomof the forest and forestry workers, first prove the existence of state forest staff redundant, andhas a great deal of human resources reallocation and diversion space and the necesity, andthen based on specific examples to do a complete,comprehensive and scientific optical humanresources allocation system, thus provides an effective decision-making reference for China’sstate-owned forest allocation of human resource sand management.
