Company A,a state-owned real estate operation and management enterprise with largescale and multi-industry assets,makes profits mainly from project operations.As the Company adopts the project-based management and operation mode,each project uses independent accounting and assumes sole responsibility for its profits or losses,and the project director is responsible for the project operation objectives.The project team takes human resources as the core resources,and Company A will focus on and solve the difficulties in human resources allocation for project-based management in the future.After analyzing the current situation of human resources allocation,this paper finds that Company A shows the problems such as staff-post mismatching,unreasonable organization structure and unbalanced staff structure in project management.Taking the related theories of project-based management and human resources allocation as guidance,this paper believes that the reasons why Company A shows the problems in the allocation of human resources are an incomplete staff-post matching mechanism,mismatched current organization structure and lacked human resources planning.Based on the operation and management modes of Company A’s project-based management,this paper optimizes the design of human resources allocation from the establishment of a staff-post matching mechanism,establishment of dynamic allocation mechanism of project human resources,improvement of organization structure system and optimization of personnel structure.By embedding the project-based organization into the original functional matrix,a flat organization structure-like matrix can be formed.It is necessary to focus on the staff-post matching strategy and the dynamic adjustment mechanism of human resources in the project,to achieve the staff-post matching,talent utilization and well personnel arrangement in the organization.In this paper,specific and operable optimization measures from the macrostructure design to the micro post setting and personnel allocation are provided,to provide the execution solutions of human resources allocation for the enterprises facing the same dilemma,and constantly improve the quality and efficiency of organization operation.
