Because of the government in theimplementation of the new system of "dislocation" or "Absence", lead to the interests of farmers are noteffectively protected, which affects the public trust in government, this is to avoid, so continuousimprovement and optimization of government behavior as well as the road route selection.This paper selected the Henan province Gushi County as an example, obtains the basis of first-handinformation in a large amount of literature and on-the-spot investigation, the public product theory, justicetheory, public choice theory, the analysis of China’s new rural cooperative medical system development,and analysis of government misconduct focuses on operation status Henan County of Gushi Province in thenew rural cooperative medical system and the existing system, financing mechanism, supervisionmechanism, aiming at the practical problems in the process of the implementation of the new system, putforward the corresponding countermeasures: strengthen the basic medical institutions support, improve thelevel of medical service; government should increase financial input, solve the problem of lack of capital;improve the supervision mechanism, standardize fixed-point medical institutions behavior; improve themedical insurance system, so as to ensure that the new rural cooperative medical system in the health andsustainable development.
