The status quo of China railway construction is in high demand, big investment andseverely short of construction funds. The defects that focused on allocation of funds butdespised management efficiency, to some extent, was the result of railway constructionprojects mainly invested by the government. Under the fund shortage and investmentinefficiency circumstances, it has been extremely imperative to improve railway constructionproject resources and fund efficiency. Meanwhile, a systematic, overall and comprehensiveperformance evaluation system is also urgently needed in railway construction enterprise. Atthis background, the paper emphasizes on exploring a new method from the aspect ofinvestors to enhance the fund efficiency and the performance management level byresearching on the performance evaluation of railway construction projects.The paper firstly makes an in-depth basic study of performance evaluation for railwayconstruction projects. On the basis of combing previous studies about the performanceevaluation, the paper clarify the content of performance evaluation of railway constructionprojects by means of introducing full lifecycle ideology and jointing demands of differentstakeholders. Combining our basic national conditions that railway construction mainlyinvested by the government and performance evaluation workflow, the paper builds a railwayconstruction performance evaluation system which composed of its content, indicator,standard and approach on this basis.The paper presents an idea ‘original selection, filter and extract KPI hierarchy’ in thecourse of building railway construction performance evaluation index system. Firstly, thepaper sorts all the collected information by adopting integration and systematic analysismethods, together with the characteristic of railway construction projects, and then builds apreliminary performance evaluation system involving five aspects such as railwayconstruction funds supervision performance, construction control performance, economicbenefits, eco-environment performance and social benefits. After that, considering thepractical maneuverability of performance evaluation, the paper also introduces the KPI toolbased on the initial indicator system, by means of questionnaire survey, consulting expertsand strategic goals decomposition method, following SMART principles, then builds asystematic railway construction project KPI system after extracting few indicators from awide range of performance evaluation indicators.The research on performance evaluation system for railway construction project ismainly through comparative analysis of common evaluation method and applicability analysison railway construction projects. By selecting evaluation method suited to railwayconstruction projects KPI system, where analysis hierarchy process (AHP) is used to ascertain KPI weight and single index method is used for evaluating single KPI indicator, as well asfuzzy comprehensive evaluation method being taken to fully evaluate the performance, asystem based on AHP performance fuzzy comprehensive evaluation is finally established.Finally, the evaluation result is exemplified by studying Lanzhou to Qinghai line-twoproject. According to such analysis, it’s entirely feasible to evaluate the railway projects byadopting the performance evaluation system built in this paper. Through performanceevaluation we can not only control various aspects of project performance, but also help tostrength relevant performance supervision and boost the management level of railwayconstruction.
