The construction industry is one of the pillar industry of our country's national economy. In the recent ten years, the economy of our country has been developing rapidly, and the process of modernization was accelerating, which also ushered the spring of the development of construction industry. However, with the reduced market threshold, the advancement of globalization, and different ownership construction enterprise rapid development, Chinese traditional state-owned construction enterprises are facing the pressure of competition from competitors both at home and abroad. To get advantage in the competition, building a professional talent team, improving the level of technology, promoting customer satisfaction is the key measures. Therefore, in terms of human resource management, to design a set of scientific and reasonable performance appraisal system, and to improve incentive system is imperative.This article studied the large state-owned construction enterprise S company projects department performance appraisal system and analyzed its current situation and found its problems through literature collection, questionnaire and interview method. S company projects department still adopts the traditional way of relying on the higher subjective score in performance appraisal. Then, there are a good many problems existing in the system like that the implement of the thought of management by objectives does not reach the designated position, the foundation of the performance evaluation work is not solid, the assessment index is not scientific, the assessment process is not standard, the results lack of reliability, the performance feedback and application is not enough. All these problems lead the incentive effect of the performance appraisal system not brought into full play.Aiming at the existing problem of S company's projects department performance evaluation system, according to the thought of management by objectives, key performance evaluation index method,360-degree evaluation method, the balanced scorecard method, and in combination with the actual situation of S company, this article also put forward the optimization improvement opinion systematically, including the design principles and methods of performance evaluation system design, the performance appraisal process and evaluation indexes, performance feedback, performance interviews and performance results application. It also proposed the corresponding safeguard measures to stimulate staffs work enthusiasm and improve employee performance and organizational performance, so as to realize the purpose of achieving common development of individuals and organization.
