From the1990s, the industrial clusters gradually become the mainstream model of the development of the world economy, especially the regional economic development. China’s industrial clusters, especially the manufacturing clusters, along with the reform and opening up and economic and social progress, has been an unprecedented development, but also encountered a bottleneck in the development. In the context of the deepening economic globalization and networking, study on how to overcome some of the problems of the developing play our existing industrial clusters and regional economic advantages, and further enhance the competitiveness of the industry cluster is very necessary.Depth enterprises and government to investigate,we first study the global flooring industry development and detailed analysis of the situation of Jiangsu henglin flooring industry cluster’s own and its main competitors in the world and domestic.Founding that Jiangsu henglin flooring industry cluster has a lot of advantages in terms of environmental protection, industrial policy, consumption habits and others, but also has disadvantages in innovation and brand building, scale advantages deficiencies. Subsequently, combined with the wide range of views from the corporate, government, industry associations and other multi-level research process, we construct a GEM model with6first indicators and28secondary indicators, to make a quantitative analysis of the industry cluster. We found that after ten years of development and accumulation, Jiangsu henglin flooring industry cluster has begun to take shape, reflecting a more significant industrial characteristics, spatial characteristics and scale characteristics, have a competitive advantage within the country, and the further environment of Jiangsu henglin flooring industrial clusters is profitable. But the cluster with a small size and a low level of development, still mainly rely on low-cost to obtain a competitive advantage. Finally, the study concluded5advises to enhance the competitiveness of industrial cluster and recommendations for the future development of the cluster prospect.
