With the rapid development of the knowledge-based economy, the high-tech enterprises have become a wonderful rare flower and lay a solid foundation for the sustainable development of the national economy. Human resources as the most important resource of high-tech enterprises, which must be exercised scientific human resources management in order to optimize the allocation of resources with sufficient incentive staff positions and integration with the corporate culture, which promote the value of the individual enterprise value closely together enterprise jointly achieve the strategic objectives.Employees of high-tech enterprises have independent, innovative spirits that they meet the satisfaction from the pursuit of knowledge, skills. They have eager to accomplish independence spirit, like the creative work and the desire for a sense of belonging which don’t want to be tied down, these features is a double-edged sword, if properly managed, high-tech enterprises will enhance core competitiveness and promote the rapid development of enterprises to create greater benefits. Otherwise, employees will reduce the loyalty, which resulting in the loss of business professionals. In addition, the current lack of legal protection of intellectual property rights, core talents of high-tech companies to bring research results to quit the company that it means to take away the company’s most valuable resources, such a common occurrence. Therefore, the scientific human resource management is necessary so that enterprises not only to attract talent and to find talent or retain qualified personnel, but also give full play to promote the enthusiasm and potential spirit in the staff work.This article firstly discusses the current research of domestic and foreign human resource management theory, learn the advanced concepts in this area. By means of studying the meaning of private high-tech enterprise, based on the analysis of the private high-tech enterprise staff characteristics and current stage of China’s private high-tech enterprises status and problems of human resource management. Followed by CJ company as an example by the questionnaires and data analysis, which diagnose CJ company in the field of the organizational structure, remuneration, recruitment and business process transformation and performance appraisal problems based on the proposed CJ human resource management company, which put forward the human resource management system of the outstanding problems and the specific reasons. Finally, according to CJ human resource management design principles, CJ’s human resource management design guidelines and points to establish CJ human resource management improvement goals, to further strengthen the advanced human resource management, and promote the integration of human resource management system, to enhance human resources management training space, and enhance the CJ company’s core competitiveness.
