The tanlents is the cometitveness, so knowledge-based human resourcesis the key competitive weapon. High-tech enterperises are the main foundation for knowledge-based human resources. Based on that, many scholars and business managers study on how to enhance the mangamentat knowledge-based human resources, but not deep enough. In the study of best configration of that, we need a quantitative inde x to evaluate it. Mangers hard to analize the problems in the human resource movement in their comanies, let along to find the deep reason, which leads to a vicious cycle of poor mangement. In this thesis, we study deep into the high-tech enterprises, knowledge-based human resources, and human resources flow based on human resource movement of High-tech enterprises. We use authoritative theory and method to creat object function which can evaluate the best configration for high-tech enterprises human resourses. Meanwhile, survey results are collected to locate the problem in Human resource movement, together with the internal and outside factors to get the reason.First of all.It briefly analyzes the human resources movement in high-tech companies. It points out the actual meaning upon the research process. Also, knowledge of high-tech enterprises, knowledge-based human resources and human resources movement are studied. Research papers about knowledge-based human resources are collected to integrate into comprehensive theory.Secondly, it stresses the reason in human resources movement of high-tech enterprises which is combination of organization, employee and external factors. Criterion function is created based on marginal utility. Boundary income for employee and boundary cost for company are the main criteria to find the best configration in some static point. It combines criteria function and employee movement to analyze the income and cost during knowledge-based human resources movement from six different directions. Ultimately the best configrationof knowledge-based human resources in high-tech enterprises is created.Afterwards, the suitable criteria of human resources movement for high-tech enterprises is selected based on the feature of know-based human resourses. Employee satisfaction, movement status and employee loyalty are combined to creat the evaluation system for knowledge based human resourses movement. Three level criteria of employee satisfaction, movement status and employee loyalty constitute the evidential survey.Last yet not the least, survey is collected to diagnose the problem in six high-tech companies in the city Mianyang. Achievable solutions are mentioned to find the deep reason for this issue.
