The leader of the CPC Jiang Ze min further pointed out:"Without the stability and whole progress of the rural areas, the well-off society in all aspects must not be achieved in China.".According to the CPC18, China will fully complete the goal of a well-off society by2020, and the achievement of this objective focus on rural areas, the core of the majority of rural farmers’income increase.After30years of the opening-up, the agriculture of China has made the great progress, The need and supply of the agricultural products becomes balanced form short for supply in the past. With this change, now the agricultural development in China is hampered by the agricultural resources and market both. Dues to this change, the new trend of selling the agricultural products hard, the falling price of the agricultural products and the slow rise about the farmers’income is appeared. The issue about the farmers’income has basically balanced supply and need of the agriculture products. The fast increase of the farmers’income is the base of building the well-off society and the advancement in all aspects in rural areas is based on it. Keeping the fast increase of the farmers income is always a vital issue during the process of building the well-off society in all aspects in China. It is very important in the terms of realistic and theoretical meaning.To the scientific concept of development as the guiding ideology, there are following characteristics after comparative analysis of structure and changes in the total of China over the past decade the income of the farmers come to the income of the farmers in China. First, the per capita net income of farmers has significant grown, but the growth rate slowed down, and urban-rural income gap is widening. Secondly, the urban-rural income gap is widening. Thirdly, the main source of income is still the net income of the production and operation. But the proportion of primary industry revenue is declining, secondary and tertiary industries increased. According to this, with depth study and research in the field by the large number of domestic and foreign literature, pointed out that the constraints of Farmers’Incomes factors. There are the quality of farmers, land transfer, employment structure, technological level, and propose effective response. At last, combined with the conditions of the town’s victoria, opinions and suggestions have been put forward that developing cherry industry and cultural tourism industry to increase farmers’income.
