The land acquisition and expropriation is becoming a commonphenomenon with the urbanization and industrialization in the modern worldcity. In recent years, with the gradually accelerating of the process ofurbanization, more and more farmland has been occupied, which result inhundreds of farmers have no choice but to leave their land and walk out fromagricultural production. How to solve their life source and jobs has become theimportant question that our country need settle in a quite long period of time.In the process of employment transfer policy’s formulation andimplementation, there are different regional environment and many differentinterests, which have formed some different employment transfer ways throughfiery competition. To explore and improve of employment transfer way whichsuitable for China’s national conditions,it’s necessary to card the differentenvironment and the various interest relations behind the two major transferways,revealing environmental variance and conflicts of interests involved andclearing the position and action of all the interests in the construction of Losing Land Farmers’ employment transfer way. At last effectively safeguard theinterest of the Losing Land Farmers. As a new policy analysis tool, PolicyNetwork is breaking the traditional " the country as the center" or" the society asthe center" which at the two extremes of policy analysis,providing new networkanalysis approach for policy process analysis. Applying Policy Network analysisis conducive to interpret the formation of the different policy results and to cleardifferent policy network environment, policy network structures and policynetwork actors having different effect on the policy process. It’s suitable foranalyzing and solving practical question which involves complicated interests inour country.Therefore, this paper researches employment transfer of Losing LandFarmer from the perspective of policy network, with Rhodes and Marsh mode asan entry point.First of all, the author selects two typical regions as the analysisobjects, they are Muer town in Chongqing city and Quxian in Sichuan Province.Secondly, the author closely around the two different employment transfer ways,building Rhodes and Marsh model of employment transfer of Losing Land Farmer. Then, the author has a comparative analysis, involving the differentpolicy network environment, policy networks actors and network structuresbased on the two different ways, as well as the different feedback effectproduced by the two different ways. So it’s clear the different interests havedifferent influence in the formulation of Losing Land Farmers’ employmenttransfer policy, so can grasp the status and the positive and negative effects ofthe multiple roles in the policy formation process. Thus the author integrates thetwo different employment transfer ways, optimizing policy networkenvironment and introducing the formal and informal plural subjects to form acommon consensus on the problems. Finally to solve the employment transfer ofLosing Land Farmers through network governance mode instead of thegovernance means under the bureaucracy.
