In recent years, the change of global climate is increasingly causing widespreadconcern. A variety of environmental issues show up: Global warming, increasedfrequency of extreme weather. All kinds of countries, both developing and developedcountries gradually began to be aware of the importance of environmental protection.Various studies on the cause of climate change began to expand and be taken seriously.All kinds of international climate conferences were held one after another to discusshow to react to the climate change. Developing countries and developed countrieshave proposed a variety of countermeasures. One of the most importantcontermeasures is that low carbon technology cooperation between developedcountries and developing countries.This paper is based on the theory of international trade, the theory of low-carboneconomy and international technical cooperation, research and analysis of theSino-Japanese economic benefits of low-carbon technology cooperation. Low-carboneconomy plays an important role in today’s world economic development. Japanwhich is geographically closest developed country to us. The development oflow-carbon economy of Japan is walking in the forefront of the world’s low-carbontechnologies. So under the guidance of the relevant theory, low carbon tecnologycooperation between Japan and China is very feasible and necessary.Firstly this article introduces the contextual meaning of the topic and thensummarises the existing research results of domestic and foreign scholars in the fieldof low-carbon economy and international technical cooperation. Then this articlepoints out the structure of the entire article, the innovation of this paper andinadequacies. The first chapter of this paper describes theoretical support of this paperincluding low-carbon economic theory, the theory of international technicalcooperation, international trade theory. The second chapter analyzes the status quo of Japan and China in various fields of low-carbon technologies, energy efficiency andthe use of new energy. Thus this article analyzes the potential cooperation oflow-carbon technologies between the two countries The third chapter analyzeslow-carbon technology cooperation between China and Japan using theory andmodel. For example the theory of diminishing marginal cost factor endowmenttheory, international trade theory, Kuznets curve. Then useing game theory modelanalyze whether there is change in emission reduction between China and Japanbefore and after the low-carbon technology cooperation. Concluded: If there islow-carbon technology cooperation between the two countries, the economic benefitsof the two countries will be increased, so that the two countries will have to select theemission reduction strategy. The fourth chapter is using scenario analysis model toanalyze the economics effect of low-carbon technologies in the Sino-Japanesecooperation. Assuming three scenarios: baseline scenario: Bothe China and Japandont take any measures to reduce emissions carbon, economic develops in the pasttrends. Weak cooperation scenarios: expand technical cooperation between the twocountries in accordance with the conference in Copenhagen on their commitment tocut emissions, transfer low-carbon technology and equipment between the twocountries but without core technology. Strong cooperation Scenarios: expand corelow-carbon technology cooperation between China and Japan. The theoretical basisfor the scenario analysis is kaya identity. The conclusion is that the most effective wayfor the two countries is that the two countries expand cooperation of low-carbontechnology.At the end of this article besides the status quo of Sino-Japanese cooperation oflow-carbon technologies, theories, models and empirical analysis, we put forwardseveral policy recommendations from both the government and enterprises’ view:issue new policies and regulations to boost low-carbon technologies cooperationbetween Sino-Japanese, establish international carbon-emission trading market,find new areas of cooperation between low-carbon technologies, encourage Chineseenterprises to work on low-carbon technology innovation.
